WebI don't know when it shows up on the mission list but if you're on the galaxy map you should see an icon indicating Asteroid X57. Land on that and you'll start the mission. The asteroid was available for me from the moment I first left the Citadel but I did it after completing Feros/Therum/Noveria. All my friends are in bar bands.
