I believe when they were added they weren't a priority, hence them sitting around since there aren't any waypoints for them on the maps, and not having many cvars or functionality. WebWhen constructing a map that has npc's in them you can give the combine soldier any weapon you want by typing the name of the weapon in. So like I made a ttt map with the combine soldier and gave him a weapon with name ttt_bo_commando and he was shooting me with it and when I killed him he dropped it and I picked it up.
