For a folder with multiple targets, NTFS and share permissions aren’t set identically on all targets, so users have different access experiences depending on which target they access. NTFS ACLs however can inherent permissions from parent folders, if this is how it is configured. Now, it's worth noting that if NTFS ACLs grant more access than you want, you can still (at least for now) limit this through the Sharing ACLs.
